FINMA Annual Media Conference 2025
At its annual media conference today, the Swiss Financial Market Supervisory Authority FINMA once again drew attention to the importance of independent, preventive and effective supervision. In its review of 2024, it emphasised how its robust supervisory work strengthened the stability of the Swiss financial centre and protected its clients in an environment with many risks.

FINMA Executive Board: Birgit Rutishauser to leave FINMA
Birgit Rutishauser has decided to leave the Swiss Financial Market Supervisory Authority FINMA on 30 April 2025. After almost nine years, the Deputy CEO and Head of the Insurance division is embarking on a new career outside FINMA. FINMA’s Board of Directors and Executive Board thank Birgit Rutishauser for her valuable contribution during her time at FINMA.
FINMA adapts its organisation to meet future challenges
The Swiss Financial Market Supervisory Authority FINMA is today announcing an adjustment to its organisation. It is creating a new cross-divisional function for “Integrated Risk Expertise” and merging the “Markets” and “Asset Management” divisions. The new structure will strengthen FINMA as an integrated supervisory authority, promote expertise in terms of financial and non-financial risks and support more intensified, direct supervision, in particular by allowing the authority to carry out more of its own on-site supervisory reviews. The new structure is effective from the beginning of April 2025.
FINMA publishes new Circular on “Consolidated supervision of financial groups under the BA and FinIA”
The Swiss Financial Market Supervisory Authority FINMA is today publishing the new Circular 2025/4 “Consolidated supervision of financial groups under the BA and FinIA”. This sets out its supervisory practice on the scope and content of consolidated supervision. FINMA conducted a public consultation on the new circular, which met with broad acceptance.

FINMA has licensed the first DLT trading facility to date. The DLT trading facility operated by BX Digital allows DLT securities to be traded. The licence was granted on the basis of the DLT Act.

FINMA provides information on the status of licences issued to portfolio managers and trustees
Since the beginning of 2020, portfolio managers and trustees operating on a commercial basis have needed a licence. When the Financial Institutions Act (FinIA) came into force, most institutions subject to the new licensing requirement benefited from a transitional period. FINMA has now finished processing the majority of the 1,699 applications received before the end of the transitional period. The new licensing requirements, which must be complied with at all times, primarily serve to protect investors from unfair business practices and to strengthen the reputation of the Swiss financial centre.

FinTech start-up SWISS4.0 SA in liquidation
On 4 March 2025 the Swiss Financial Market Supervisory Authority FINMA opened bankruptcy proceedings against the FinTech start-up SWISS4.0 SA. This measure was necessary as there was justified concern that the institution was overindebted and had serious liquidity problems. FINMA has engaged a bankruptcy liquidator.

Aktualisierte Sanktionsmeldung: Russland
Der Bundesrat hat am 12. Februar 2025 beschlossen, sich den Massnahmen des 15. Sanktionspakets der EU gegenüber Russland anzuschliessen. Bereits am 23. Dezember 2024 wurden 54 natürliche Personen und 30 Unternehmen und Organisationen in die Schweizer Sanktionsliste gegenüber Russland aufgenommen. Der Bundesrat hat dafür die Verordnung über Massnahmen im Zusammenhang mit der Situation in der Ukraine (SR 946.231.176.72) geändert.
